She decided to have a pro bono day surgery, but things didn't go as planned. It seems like the hospital is in chaos due to the number of patients and some doctors might be in danger as well.

Since it's a pro bono day surgery for Meredith, she's doing whatever she can to help those in need and wouldn't be able to afford medical assistance. However, the situation gets out of control, which leads to a riot. It remains to be seen if one of the patients get violent or might be someone else. The promo also shows the doctors' scared faces, with Bailey trying to deescalate the situation with fear in her eyes.
As for what else we can expect in Grey's Anatomy season 16 episode 18, DeLuca tries to treat a teenage patient. He believes that this patient is in danger and needs his help. He also tries to get Bailey and asked her to support his theory.
