Officials and military bloggers within Russia are reportedly withholding critical information from Putin, leading to what has been described as an "authoritarian's dilemma." This term, used by the Institute for the Study of War (ISW), highlights the systematic barriers within authoritarian regimes that prevent leaders from receiving accurate insights into military and political conditions.
Sergey Kolyasnikov, a prominent military blogger, alleged that Russia's bureaucracy and the Ministry of Defense are deliberately keeping negative information from Putin. This includes attempts by regional officials and certain consultative bodies, such as Russia's Civic Chamber and the All-Russian People's Front, to avoid presenting bad news to the president, thus shielding him from the true extent of military failures in Ukraine.
The situation has led to a culture where criticism is stifled, and the truth is obscured, making it challenging for military bloggers to provide an unfiltered account of the war's progress. The ISW noted that Putin's meeting with vetted military bloggers in June 2023, where he acknowledged their concerns about drone shortages and Ukrainian resistance, indicates he values their insights. However, the Kremlin's crackdown on dissent, including the sentencing of milblogger Igor Girkin for his critical stance on the war's conduct, underscores the regime's intolerance for opposition.
The ISW also addressed challenges within Russia's defense industrial base (DIB), casting doubt on its ability to fully equip Russian reserves. Despite ongoing efforts to expand the DIB, it is unlikely to support a significant number of mobilized reservists or conscripts this year. The Ukrainian military observer Kostiantyn Mashovets highlighted the "bottomless barrel" perception of Russia's reserves, pointing out the limitations in the production and overhaul of tanks.
The concentration of Russian reserves across Ukraine seems to align with Moscow's priorities, yet it does not necessarily foreshadow future operations.
