That only means he's still, somehow, attached to the Allegiance, though some find it disappointing as Harm has been actively deciding to be closer to Sarah MacKenzie (Catherine Bell), his former JAG co-star.

The question now, however, is, will Harm still appear in NCIS: Los Angeles season 11? Well, according to reports, that's very likely as there are still a lot of ways to include him in the series, such as seeing him being reassigned after what happened. Or perhaps, he could move away from the Allegiance in Washington, and he'll decide to move his career in a different direction.

In another related report, the appearance of Harm and Mac in NCIS: Los Angeles season 11 fuelled the speculations about the possible JAG revival. While nothing is confirmed at the moment, fans of the series are looking forward to seeing these two characters back in action. CBS hasn't yet commented regarding a full-fledged revival in the works and it never also teased its likelihood.

But, in an interview with Parade, executive producer R. Scott Gemmill discussed the potential JAG revival. He said they wanted to see Harm and Mac back together, especially since the show is the precursor of the NCIS franchise. He revealed they would love to do the series again. However, scheduling would be one of their biggest problems since most of the cast members were now committed to other programs.

Bell, in particular, has a full-time gig in Hallmark Channel's Good Witch, which has been filming over the past months. So, it would be hard for the actress to have two full-time TV shows, and then balance them both. But, despite that, Gemmill noted they haven't dismissed the potential JAG revival, and their challenge is to take things step by step.
