NCIS season 16 episode 21 is coming back next week, and the title of the upcoming episode is "Judge, Jury..." Here's what viewers can expect in this episode, particularly a story that would focus on a guilty man.

Based on the synopsis of NCIS season 16 episode 21, Kasie solved a 30-year-old murder case. However, there is a loophole in the legal system which could set the guilty man free. This kind of situation prompted the NCIS team to resolve the case and at the same time to try to make sure the suspect wouldn't have a chance to roam free outside.

Of course, it is good news the team has finally resolved a case happened about 30 years ago, as Gibbs and the rest of the NCIS team did their best to uncover the mystery surrounding the case. But while they already considered it almost closed, the loophole in the legal system might be the downfall of the case.

This would result in a guilty man being released. If ever the suspect will be set free, it would invalidate the hard work of the team. Also, it is possible that those who are involved in this case would allow a terrible criminal to just get away with what he did.

The premise of NCIS season 16 episode 21 is that it's going to be connected into the government conspiracy even more. Still, Gibbs will do everything just to send this guilty man back on jail.

As for this conspiracy, it could be linked to a larger plot with the mysterious government bank account which holds a huge amount of money. This could also be the focus of episode 22 titled "...And Executioner". Though that's not quite sure, the titles of both episode are likely related.

In another part of NCIS season 16 episode 21, McGee will visit a technology company based in Silicon Valley, and that company offers him a high-paid position. This happening in this episode fuelled rumors that Sean Murray might be leaving NCIS for good, considering where his character is heading.

Many also speculated the show is setting his story clean so he can make a good exit. Still, that remains pure speculations also some are firm he would exit the NCIS team at some point.
