Allegedly, as Prince Andrew stepped back from his job in the monarchy due to the scandal he is facing, and Prince Philip's health is declining, the Queen needs all the support that she can get from the other members of the royal family.
An alleged source said that Meghan Markle and Prince Harry's absence happened at the "worst possible time," and it didn't sit well with the family. Hence, Queen Elizabeth wanted them to get back to work.

Hence, it has been over two years since the royal family has been working without him.
