It looks like Higgins only has two weeks to sort this thing out, or else, she may need to leave the country.
So, Magnum suggests they should get married, something that he brings up for the first time. He's aware that this might be the only option for Higgins, and that it could help her get a green card. However, it seems like Higgins isn't open to the idea.
She recognized that it's illegal to marry someone for a green card, as it could cause her legal trouble.
