There are several reasons how some of these characters could come back in NCIS season 18, though everything depends on finding the right story. One of the most notable names who could likely make an appearance is Ziva Davis, a former series regular.
Ziva's return is one of the most anticipated events in season 17. The character appears in four episodes, but it seems like a lot of stories are still worth-exploring on her end. For instance, one of the stories that should be addressed is her reunion with Tony and Tali.
This is an opportunity to learn more about what Ziva went through in the past. When it comes to her professional life, her skills could be used to help some of the characters. Perhaps, Tony might also be included once she decided to come back and help the team.

Her arrival could bring some fun family moments. And in terms of helping her husband, her skills could be useful to the team. Meanwhile, Young Ducky is another character that will likely be part of NCIS season 18. This character wasn't a guest star in the present-day timeline.
