Dragon Ball Super's new Galactic Patrol Prisoner Arc is a nod to the classic Dragon Ball Z's Namek Saga storyline. With the return to New Namek and Planet-Eater Moro's incredible strength, it looks like the current plot is paving the way for Piccolo's appearance.
Moro has the ability to stop Goku and Vegeta's Super Saiyan transformation, making them unable to defeat him, which gives birth to a new fan theory. According to Comic Book, Dragon Ball Super Galactic Patrol Prisoner Arc is setting the stage for Piccolo's return.
There are a lot of indicators that suggest Piccolo will make a triumphant comeback. The return to New Namek, the Namekian Dragon Balls as the major MacGuffin, the Super Saiyan's cancellation, and Vegeta playing with Moro, like what Piccolo did with Imperfect Cell, seem to imply the Namekian's coming.
From the looks of it, Akira Toriyama and Toyotaro are intentionally bringing back the past on Dragon Ball Super Patrol Prisoner Arc for a purpose. Piccolo may return to defend his people as he also has a lot of possible candidates to fuse with, from the people of New Namek to Grand Elder Moore, and Dende. Any of them can give Piccolo the boost to go Super Saiyan Blue and Ultra Instinct to save their planet against Moro.

Although the villain seems old and weak, he possesses incredible strength that even Vegeta's Super Saiyan God transformation can't match. He then transforms into Super Saiyan Blue, but it is only a fraction of Moro's power.
Moro manages to strip Vegetta of his two greatest abilities - the Super Saiyan powers and valuable skills on the battlefield. The villain also removes Goku and Vegeta's Super Saiyan powers by drawing off the ki that powers their transformation without their knowledge.
Moro and Vegeta also use the power of wits on their entire battle on Dragon Ball Super Galactic Patrol Prisoner Arc by using the "old playing opossum" to measure one another's strengths. Vegeta tries to hide his full power to learn Moro's plan, but the latter let him thinks that he has the upper hand.
However, Moro is only provoking Vegeta to power-up to steal and siphon his ability. As Vegeta and Goku find it hard to defeat Moro on Dragon Ball Super Galactic Patrol Prisoner Arc, it may be a perfect time that they will get the help of Piccolo.
