Now that it's already confirmed Foa and Smith are coming back, the condition of Nell's will likely improve, so she wouldn't contemplate moving to San Francisco.
Even though Foa and Smith aren't the leads of NCIS: Los Angeles, they've already become an essential part of the show's overall package. Their presence brings great levity and entertainment in the series, and since Kensi and Deeks are now married, they are the next couple that would probably change their relationship status later on.
The two have been together for a while now, so any situation would justify breaking them up. Some speculated Nell and Eric would likely tie the knot in NCIS: Los Angeles season 11, especially since they were acting as if they're already a married couple. These two characters have built a wonderful rapport, and it's really obvious they do love each other.
