An upset Olivia Benson (played by Mariska Hargitay) cannot believe that the powerful lawyer Rob Miller (played by Titus Welliver) is currently out on bail on Law & Order: SVU season 20 episode 23. The hotshot and influential attorney has been walking free even after he attacked Nikki Staines (played by Callie Thorne), in an episode that aired in March, and tried to manipulate the police and a judge so that he could be absolved.
Law & Order: SVU season 20 episode 23, which will air on May 9, will once again bring the Miller case back to the fold, as per the episode synopsis. This story arc will be developing until the season finale as Welliver is still slated to guest star in Law & Order: SVU season 20 episode 24, which airs on May 16.
It's likely that Law & Order: SVU season 20 episode 23 will circle back to an issue with Benson's job. Viewers may recall that when Benson had been closing in on Miller, the latter threatened the police by saying he will release a memo that may impact Benson.
Fin (played by Ice-T) confirmed to Benson that he was aware of this memo and it did have damaging information about her, as per E! Online. Fin, however, assured Benson that he's got her back but it looks like that issue will rear its ugly head again.
What could happen in Law & Order: SVU season 20 episode 23 that will bring Miller back to challenge Benson? The other case in this episode involves a Muslim woman who fled and has been missing since she was assaulted inside a synagogue.

Meanwhile, changes are coming to Law & Order: SVU following NBC's confirmation that will return for season 21. According to TV Line, Warren Leight will return to run the show for its 2019-2020 season.
Leight was the showrunner of Law & Order: SVU from season 13 to 17. He had to temporarily leave the series to develop the new spinoff Law & Order: Hate Crimes. NBC, however, did not push through with the series' development.
