It can be assumed that Version 1909 is nearing completion, according to Thurrott.com, adding that the works left to do were the finishing touches. As Windows maker has indicated, the new update also focused on "general improvements to the overall quality of 1909."
Going back to the inclusion of KB4515384, recall that its release earlier as part of the September 2019 Patch Tuesday was marred by the emergence of a security alert, which Microsoft itself has confirmed poses serious threats.
The fix for KB4515384 bundled with the final cut Windows 10 1909 indicates that the same problem will no longer be a concern come the rollout time. The official build is expected to go live anytime between October and November.

Of course, these are the changes and improvements that will be given final nod only in the coming months and regular users will only get to experience them when Windows 10 Version 1909 gets its official global release. Like in the past, it will be a phased rollout.
