Rosatom General Director Alexey Likhachev and the Minister of Science and Technology of Vietnam Chu Ngoc Anh signed the Memorandum of understanding to implement a center for nuclear science and technology in Vietnam.
The signing was made in the presence of Russian Prime Minister Medvedev and Vietnamese Prime Minister Nguyen Xuan Phuc.
Recently Russian President Vladimir Putin complemented the Vietnam-Russia comprehensive strategic partnership. He said that he has a high level of trust with the collaboration of the two nations. Prime Minister Nguyen Xuan Phuc visited Russia as they celebrate the 25 years if the signing of the treaty on basic principles of the Vietnam-Russia friendship and the 70th anniversary of bilateral diplomatic ties of the two countries.
The two leaders celebrated the treaty. They emphasized the importance of the implementation of a free trade agreement between the Eurasian Economic Union. The two nations agreed to unblock the trade barriers in many industries, including agriculture and seafood and aquatic products.
The leaders noted the importance of cooperation in energy and gas explorations. The partnership to build the nuclear research center project will boost the economic ties of the two nations.
Rosatom noted that Russian and Vietnamese experts have already carried out several joint actions within the framework of this project, including the definition of preliminary requirements and the selection of the most suitable site for construction. The company added that the signed Memorandum defines further steps for the creation of the center in Vietnam.
The intergovernmental collaboration between Russia and Vietnam to build the Center for Nuclear Science and Technology was signed in November 2011. In June 2017, Rosatom signed an agreement with the Ministry of Science and Technology of Vietnam to build the CNST through the Vietnam Atomic Energy Institute (VinAtom).
The construction will include a multi-purpose VVR research reactor that has a capacity of up to 15 MWt and research laboratories and engineering infrastructure in Hanoi. They also plan to build facilities in both south and north of the country.
Two additional documents were signed during the visit of the General Secretary of the Communist Party of Vietnam Nguyen Phu Trọng to Russia including a memorandum of understanding on personnel training and the Memorandum of understanding on shaping positive opinion on the CNST project.
To boost the partnership of the two nations, President Putin assured that Russia is ready to assist Vietnam in building e-government that includes online service portals, information security centers, and smart city models.
