A second offer for Neymar made by Barcelona has been reportedly turned down by Paris Saint-Germain, according to new reports. Yesterday, a report emerged indicating that PSG had also rejected the first bid for the Brazilian. The details of the bid vary by source.
Cadena COPE says that the first offer was to pay a loan fee for Neymar, cover his salary, with an option to purchase the player for the next season. The bid was rejected, and so Barca designed a new offer: to loan him and pay his fee over the course of two years with a mandatory option to purchase. Julien Laurens of ESPN FC said that Barca offered PSG €40 million upfront to take the Brazilian on loan for the season, and they would have been obliged to make his return to the Camp Nou permanent next year for €150 million.
Another source reported that Barca offered a two-year loan deal with an option to make it permanent in a year or in 2021. This offer is believed to be worth €170 million, but was still rejected by the French club.
The Ligue 1 club signed Neymar from Barcelona for a record-breaking €222 million in 2017. PSG want to recoup as much as possible should they let the Brazilian go, reportedly for at least €200 million.
However, Neymar's time with PSG has been plagued with injuries, which caused him to miss 48 matches in two seasons. That being said, Barca feels that his value isn't as quite as high as it was when he was first bought in to play at Parc des Princes.

Barca have already signed Antoine Griezmann, but Philippe Coutinho have been let go on loan to Bayern Munich. It is believed a bid for Neymar has to paid in annual installments, but PSG would not agree to this arrangement.
Neymar has been hoping to exit PSG, but the club hasn't exactly made things easier for his departure, considering how much they spent just to sign him. For this reason, it won't be a surprise if the player will end up still playing or the French club this season.
